YS Stat notified on Friday who could be affected if the mediation in the state settlement does not progress.

After the Whitsun weekend, the mediation process in the state wage settlement is just around the corner, and on Friday, May 22, YS Stat sent its notice to the state about who will be taken out in the first phase of a possible strike.

This concerns 344 members in organizations such as ministries, directorates and Oslo Met.

– We do not want to affect most people more than absolutely necessary, which is why this strike action primarily affects employers, says YS Stat leader Jens B. Jahren.

During negotiations earlier this spring, the parties did not quite reach an agreement on salary increases and their distribution. Nor was there agreement on uniform main collective agreements for all four main unions. These will be key points in the mediation round next week.

– YS Stat hopes, as a responsible party, that we will reach a negotiated solution that all parties can live with, says Jahren.

The parties have until midnight on Thursday, May 28, to reach an agreement with the Norwegian Ombudsman. If the parties fail to reach an agreement here, there will be a strike in the state.

In the first instance, YS Stat will then recruit members from the following businesses:

  • DIO (Ministry's Digitization Organization)
  • Oslo Met DFØ (Directorate for Administration and Financial Management)
  • The National Audit Office
  • Nav (Norwegian Directorate of Labour and Welfare)
  • The Tax Administration Oslo

YS Kommune will take 569 members in 9 municipalities and 3 counties on strike if there is no agreement with the National Mediator in this year's wage settlement.

From Friday 29 May there may be strikes in municipalities across the country. YS Municipality has today notified which municipalities and county authorities may be affected by strikes if mediation does not progress:

  • Arendal Municipality: 53 members
  • Asker Municipality: 30 members
  • Bergen Municipality: 142
  • Bjørnafjorden municipality: 49 members
  • Larvik Municipality: 28 members
  • Lillehammer Municipality: 25 members
  • Narvik Municipality: 40 members
  • Trondheim Municipality: 53
  • Ålesund Municipality: 84 members
  • Telemark County Municipality: 23
  • Troms County Municipality: 22
  • Trøndelag County Municipality: 20

The YS unions Delta will initially withdraw 474 members, Parat 91 and the Association of School Leaders 4 members.

Significant wage growth

Negotiations between YS Municipality and KS were broken off on April 30 because YS Municipality could not accept the offer that KS put on the table.

YS Municipality requires that skilled workers and employees with a three-year education must be given priority.

– Skilled workers and employees with a three-year college degree are important groups for ensuring good welfare services in the municipalities now and in the future. That working hours are livable is also a requirement that counts for the members, emphasizes Ellefsen.

  • Significant salary growth for our members
  • Competence and education must yield payoffs
  • Full-time culture and raising allowances for inconvenient working hours

How the strike will be marked

– The members we will take out on strike are important for the operation of the municipalities. The employer will notice this from the first day if there is a strike, says Ellefsen.

Those who have initially been called out on strike work in a wide range of municipal tasks, with a predominance of administrative positions. Several work in service, guidance, finance and culture. In some places, after-school care, technical operations and schools will also be affected.

– It is not our goal to affect the residents, but when our professional groups, which are central to the delivery of municipal services, go on strike, there is always a risk that it will be felt, says Trond Ellefsen, leader of YS Municipality.

The mediation deadline is Thursday, May 28. If the mediation ends in a breakdown, there will be a strike from the start of the working day on Friday, May 29.

Members work across the full spectrum of municipal and county administration and service provision. Among the professional groups are cleaners, health workers, employees and managers in kindergartens and schools, administrative employees, social workers, case managers, kitchen staff, cultural employees, activity workers, fire and rescue employees, employees in the dental service and technical personnel.

– We need a real offer from the employer. Salary and good working conditions are very important for retaining and recruiting skilled employees, and it means a lot when young people are choosing a profession and working life, says Bjørnstad.

YS Kommune Oslo will take 69 members on strike if the parties are unable to reach an agreement by the deadline of May 28th at 12:00 PM.

– The members we will take out on strike are important for the operation of the municipalities, and will primarily affect the employer. The employer will notice this from the first day if there is a strike, says Bjørnstad.

Those who will be striking work in a wide range of municipal tasks, but there is a preponderance of administrative positions. Several work in service tasks, technical operations, finance and administrative positions such as advisors or managers.

– The goal of the strike is to hit the employer and not the residents, but there is always a risk that residents could be affected by a strike, says Bjørnstad.

Delta will initially select 40 members, Parat 20 members and the School Leaders' Association 9 members.

YS-Kommune Oslo has, among other things, these demands in this year's settlement:

On Wednesday evening, April 30, the wage settlement between YS Municipality and KS broke down. The settlement is now going to mediation.

– It was impossible to accept the offer KS put on the table. Food prices are rising, interest rates are still high, and these are tough times for many. We must have solid supplements and real wage growth, emphasizes the leader of YS municipality, Trond Ellefsen.
